CeRCA actively opposed the development of Bradfordville without adequate stormwater protection and handling. After the county lost several lawsuits and a blanket moratorium for development in the area was imposed. The county commissioned a stormwater study for the area. This study lead to the Bradfordville Principle for stormwater, “no development should dump extra water or extra pollution runoff on their neighbors.” The Bradfordville stormwater standards implemented this principle with the strictest standards at the time and have been adopted in various other sections of the county.
