QUESTIONS FOR STAFF
- What are staff’s plans for the January public outreach?
- There is a date certain for the intersection (July 1). CeRCA want a date certain for the land use policies that are directly related to the intersection – not part of the larger CP revision. We believe that the September 2021 CP cycle is appropriate.
- Our concern is that LAND USE issues must be discussed and we want to ensure Ben’s ensure to the BPIA that planning and regulatory issues and the needed staff expertise (Leon County) would be included during this public outreach program.
- We are doing the work of coming up with specifics about the intersection (below).
- We also have the same list for the land use issues and policy (below).
PRIORITIES FOR LAND USE POLICY REVISION
- No future widening of any designated rural road to support suburban commuting
- Rural road character must be preserved in the design of the roads and in the land use policies in the urban fringe areas.
- Bradfordville Stormwater Standards should be adopted for NE Gateway Roads, Welaunee Blvd, Shamrock Extension
- Evaluation of the FLU UF and recommendations to make revisions to it that reflect the conditions of the local context of this section of UF. Recommend name change to Rural Residential (RR) to reflect community intentions for this land use.
- UF section: area that includes Bradfordville/Roberts/Crump to Mahan
- Recognition that this area is NOT for future expansion of the USA and suburbanization. We are all DONE with USA expansion in the Northeast.
- Large lot residential no increase in existing density allowances
- Limitation of commercial development to reflect rural residential needs, including appropriate intersections and other locations
- No further expansion of UF/RR
- No commercial development on intersections within Welaunee Arch Master Plan with Canopy and Rural Roads
- Recognize the canopy roads countywide for the historical and cultural assets that they are and adopt policies to prohibit their future widening beyond two lanes.
- Review, evaluate and revise as needed Leon County LDR 10-6.679 Rural Roads for full implementation with the Welaunee intersection at Roberts/Centerville, the Bradfordville Sector Plan, Comp Plan FLU UF, Comp Plan Conservation element (Canopy Roads), Transportation (Mobility) Element. Revision is to be limited to the area directly and immediately impacted by the Welaunee development.
PRIORITIES FOR ROAD DESIGN/INTERSECTION CONCERNS
- No Roundabout. Signalization only at Centerville. Stop signs where appropriate at other cross intersections. Roundabouts are inconsistent with Rural Road designs.
- Alignment with least impact on the easement. Violating the Easement sets a dangerous precedent for future easements agreed to and held by Govt.
- Locate the Pimlico connector the furthest from the Bailey’s house. Sound mitigation should be employed if the road is less than 300’ from their property line.
- Limit public access onto Pimlico extension outside of school hours.
- Utilize a Rural Road design. (See Leon County LDR 10-6.679.)
- No change to Centerville Rd. alignment. This is a rural Historic road. Don’t mess with it!
- Adopt the Bradfordville Stormwater Standards for all the road-work.
- Include Wildlife crossings at appropriate locations (multiple) for escaping wildlife needing to find new habitat due to the development of the road and Welaunee. (Needs to be done in consultation with FWC to locate appropriate points and design – perhaps in addition to Roberts (2 locations), Centerville and Bradfordville as well).
- CeRCA’s preferred alignment would be a combination of those identified in pg 12 & 15 of document “Intersections North of I-10, NE Gateway Welaunee Blvd, Nov 16, 2020”.
